In 2025, the Association of Gas Producers of Ukraine marked its 10th anniversary. Throughout all the years of our activity, we made every effort to transform Ukrainian natural gas production and make the sector attractive to investors.
This report aims to present an honest picture of change. We compare the starting conditions and the transformation process through three key areas that best reflect the state of the industry: the tax system, access to subsoil and regulatory policy, as well as investment opportunities. Each of these blocks is assessed by Ukrainian producers, who note where the Association’s work became the decisive driver of change and where the industry was shaped by external circumstances: war, the pandemic, political decisions, or macroeconomic shocks.
We use median values and measure progress so the reader can immediately see not only what happened and what was done, but also how it affected companies, the sector, and Ukraine. This approach clearly demonstrates how the rules have changed, where the new measures are truly working and have stood the test of time, and where the industry still needs wise decisions so that the next window of opportunity is not accidental, but becomes a systemic development trajectory.
